Positive account restricted over separate negative balance

I had two accounts, and a negative balance on one was used to block withdrawal from another account that had a positive balance. Support told me I had to transfer money across before I could withdraw.

I need a clear explanation of the policy allowing funds in a separate account to be restricted this way. I have screenshots of the support discussion and want the withdrawal reviewed.
